Whats that PSD? You only need it to be .tga.

Go to folder tools/folder options and uncheck "hide extensions for known file types". then you can rename it as .tga.

Also you cant have RLE compression, because is you have RLE compression, then you cant see that texture.

I suggest that you open that texture with gimp again, then save it again as r_leg.tga/l_leg.tga without compression.
