Are you sure you're setting the mod correctly? Like in the correct case.

"OblivionParkour" would be incorrect, as the file doesn't have capitals.

The correct way would be

/set mod oblivionparkour.tbm

or if you want the other one

/set mod oblivionparkour1.tbm

Personally I advise using commands rather than the ingame mod menu, it works great on SP, but online it's pretty glitchy.
