Unless rules have changed it used to be pretty common when I was more active in the forums some years ago. You usually ask for some amount of tc and people would respond with their offer in terms of usd/ratio. Something around 1usd/10000-12000tc used to be the standard, although of course that depends on the person offering so nowadays it can be better or worse.
