Couple of reasons why you may not be getting the QI

1. If you are multi-clienting you will not receive QI
2. You have reached your max QI for the day (100) wait till tomorrow to have that number reset for you
3. Very short matches do not receive QI. (This is to prevent QI farming)

So... to answer your fist question (or at least I think this is what your asking), you have to wait a full day before you can start earning QI again.
