It probably won't anytime soon. Just look in the Items section or the Market section for items.

They just restocked orc/crhonos/aqua and maybe some others.

Because of Hunter Relax's similarity to void, and the fact that it's one of the 2 newest colors made it's a very popular item, therefore it was sold out very quickly. Now, of course, it's being sold for a much higher price then it is priced in the ToriShop. I'm afraid you'll have to save up some more tc (30-75k if I'm correct) or wait a couple months if you want a Hunter Relax.

Restocking means putting more items into circulation, which means the items lose its value, so if we restocked, there would pretty much be no use for in-game currency.
