Ok I was on teamview, his fps is 7-10. He dosn't have shaders activated nor anything else. He said that he has a new computer and everything. He has a Toshiba Windows XP

Does it work at that low framerate in single player too?
The connection might be causing the bug, too, also the lack of a graphics driver.
Try to update that to the latest anc check back if anything changes.
