People won't feel inclined to help you unless you provide more information about the stolen account/who stole it/how it happened.

I would suggest you Pm an Smod or a Admin, With proof in the form of ScreenShots,

They should take care of it if you do that.

And when he gest his account back, Make sure he changes the Password.

problem is we dont know who stole it
all we know is that he some hows got ahold of his passwd and now he cant log in at all and now his email isnt even reconized

he is using a website called -snip-

1. Removed the link, to prevent certain individuals from clicking it.
2. How long ago did this occur? If it's recently, he should be able to remember who was posting said link ingame.
3. Going to websites offering TC hacks is really smart. Not really. Don't do that.
4. HEY, THERE'S AN EDIT BUTTON FOR A REASON. LEARN TO USE IT.
