afaik, all premium shop owners can set QI.

RiseAgainst is not an admin, but may have been confused with the fact he bought Kai-Tigers account.

Clan admins also can change clan board moderators.

Wrong, Cindermomo. Premium can only set an image on the main page.

Only thing I can think of that isn't up there is Torishop Admin. Blah blah blah can spawn, remove, move, make, delete, etc items or tc. Can also send qi restricted items.
