OK so when i try open up the server list nothing loads i get stuck looking at the set up frame with no names on the list.
When i try command connect (/jo " ")
It attempts to connect but comes up with red writing in the chat region "Fail to connect to lobby 176.9.64.22:22001 socket wsa error 10060"
Ok so i can see that it doesnt connect to the ip for the mp server
but what is error 10060 and how can i fix it?

It's a known bug, just wait a few or so then try again

It means that the connection timed out.

If it was working before and nothing was changed, just wait (although it should be working for you again, considering you posted this 4 hours ago).
