Im pretty sure its a graphics driver issue. Try updating your driver and what version of Windows are you running?

i am on windows 10 and re-installing it did not help

Yeah i know Windows 10 has been giving some people problems. Check if there are any updates to the driver if so tht might fix it. If not then the only other way i know of is downgrading your windows to 7 or 8 :V
