My guess is that you have to download the newest version (5.14)

Or install it directly in steam, it will always be the newest version there

If I'm not incorrect, you can't make usd purchases on standalone ingame, try Torishop.

EDIT: by Torishop I mean the forums one.
You can also buy ingame from steam, that works too.
