It's popular, but it's not very competitively viable and doesn't merit it's own ranked mode altogether.

Judo is a very luck based mode. I can remember the frustration back in the days when there was the public judo tourney and you could lose just because the game was like: ooohh look at this guy, let's break his limb for no reason.

In any other mod a noob loses quickly on their own or gets destroyed. In judo a noob can just make the match longer with their noobness
