[Easy] Scanline Pattern
You have to make the pattern first. You don't have to make it every time, only once. Create a new photoshop document with this settings:
Press ok, a new document should open. Now you have to zoom in to 3200%.
After you did this, select the pencil tool:
And select the 1px hard brush:
Now you have to draw the actual Scanline, takes 3 clicks:
After you drew it, press Edit->Define Pattern...
Enter "Scanline" and press ok.
If you want to have scanlines on your image now, you have to follow those steps:

If you want to have scanlines on your image now, you have to follow those steps:
- Open the image in Photoshop.
- Create a new layer on top of the others.
- Click Edit->Fill... .
- Select the scanline pattern
- Continue by clicking ok.
- Set the Layer Blending Mode to 'Overlay'.
- Adjust the Opacity of the Layer till you like the result.
