Is it not RLE compressed.. When you save your file in gimp, it asks if you want RLE compression, it's on by default, you need to untick the box.

Also to preview textures, in 3.8, you need to make a new folder for them under custom, and putting the textures there. And then typing /lp 0 foldername. Putting the textures in "raiz123" wont work.
