i made a deal with a person and he sent the tc but to transfer the item i need 1.4Kqi what should i do?

What item are you trying to transfer?

And he has allready sent the tc to you, but he does not have enough qi?

I am assuming that you are referring to this. If you are I think it is just a glitch because I do not see any items on your account that require more qi then he has.

aqua force and if i try to send ANY items it say i need to play 744 more game even tough i have like 700 qi

You're going to have to hold that offer.
There's a glitch because some supposedly TSA messed up, and set the requirements for double the QI you have.
It should be fixed momentarily.
