Open the replay file in notepad.

Now, look for the line that starts with "newgame"

e.g.,

NEWGAME 0;500 10 0 0 0 2 1500 0 0 LedgeWalk.tbm, etc.
the number after the turnframes, here highlighted and made larger so it's easy to see, is the turnframes the author used. Note that this does not take into account if they use shift+space to move one turn at a time (as many of us do).

If you mean how do you alter the turnframes in single player when making a replay, type, "/set tf #" where # is the number of frames you want to pass each turn, e.g., 10.
